Conundrum #2: If I do intend to act upon this, where and when? Before Italy? Probably not. During Italy? Romantic, but no - it will end up feeling like a vacation fling and nothing more. Afterwards, probably most likely if I were too. A few weeks after when she gets back from her extended stay in EU.

First of all, going for work experience with a group of friends including one you have more that friendly interest in, can seriously backfire. It can get seriously messy, and I mean seriously here. Trust me, you won't even see it coming.
That said,
On conundrum 1: Don't bother about ruining a "good friendship", because given the situation it might get ruined regardless of your efforts to avoid it. The risk is already imminent; you might as well make any move you dare, because it will make a negliable difference if you don't
On conundrum 2: If you do intend to act upon this do it ASAP! You're right about not taking any action during Italy, but if you do it afterwards things might go awkward during.

This is absolutely 100% true, but reading his story I do not think casual sex is what he wants.
