Will post links later but you can see them now on drudge about how L.A. may require new and some retro building to require rainwater harvesting.

Sounds great for me, right?  I am a small business person in rain water harvesting in Los Angeles. Bonanza.

No, actually, not at all.

Do the math: 1000 square feet of roof yields 550 gallons of water per inch of rain.   That is ROOF area.
Imagine a developer contemplating a new shopping center. He must not only capture the 100000 square feet of roof area, but the 400000 feet of parking area, or pay $ 13.00 per gallon of water that goes into the storm drain.

An average of 14" of rain per year X 500000 square feet per year X $13.00 per gallon equals what?

Failure. What kind of fucking idiot would start a business here?

Exactly what I was gonna ask.

Just because you have to harvest rain water doesn't mean you have to harvest every last drop. I wouldn't be surprised if their was a maximum required amount here.

Law of unintended consequences says enjoy the extra wildfires created by pulling humidity out of the air via rain collection.

Makes perfect sense, since its harmful especially to kids.
The majority of people agree with prohibition, so thats what happens.

But 1000sq ft = 550gal.  why are you multiplying by 500,000sq ft?
(It would still cost roughly $50mil if they didnt' collect any.)

Schroeder said that some building projects, such as those in downtown L.A. or areas where the soil is high in clay, would have difficulty with the 100% retention rule and that the $13-a-gallon mitigation fee is too high. A one-acre building on ground where runoff could not be managed on site, Schroeder said, could pay a fee as high as $238,000.

Assuming they figured the square footage of the property, including parking areas.

I do, thanks, they're interrupting the rain cycle by precluding evaporation. It won't necessarily be felt locally but that water IS being taken from elsewhere in the region.

You do know the vast bulk of evaporation leading to rainfall  is from the sea?
Runoff collected from rainfall on roofs would be microscopically trivial in any case.

Yes, I do understand that it's a small amount but it doesn't take a whole lot to turn southern California into an inferno.

With the Californian prevailing wind being from the west, ie from the sea, people collecting <1% of raindrops are not going to affect rainfall in California.
