Imagine a developer contemplating a new shopping center. He must not only capture the 100000 square feet of roof area, but the 400000 feet of parking area, or pay $ 13.00 per gallon of water that goes into the storm drain.

An average of 14" of rain per year X 500000 square feet per year X $13.00 per gallon equals what?

Just because you have to harvest rain water doesn't mean you have to harvest every last drop. I wouldn't be surprised if their was a maximum required amount here.

I do, thanks, they're interrupting the rain cycle by precluding evaporation. It won't necessarily be felt locally but that water IS being taken from elsewhere in the region.

Runoff collected from rainfall on roofs would be microscopically trivial in any case.
