I bank with suntrust.  They will not let you choose a new pin over the phone, it is mailed to you and takes several days.  1-800-SUN- TRUS.

I believe that's standard operating procedure for most banks.  Personally, I wouldn't want a bank to allow pin changes over the phone.  Personal verification information can be got so easily.  Having to get it in the mail adds that extra level of security.

Just go to the bank if you can't wait...

Canadian banks usually let you change it,

At my old bank (TD Canada trust), they have a pinpad at every teller wicket(same ones you use for purchases), so when you get there you swipe your card, enter your pin and your whole account shows up on the teller's screen. There you can just ask them, they'll ask you for ID then set the pinpad to a "Change PIN" screen. Done. Pretty sure you can also change it at an ATM.

At my new bank (VanCity), they make you fill out a big form to change your PIN, then they take you to their card encoding/embossing machine to reset the pin.

The ATMs here (CIBC) have a "Pin Options" as soon as you put your card in. You just put your current one in for verification then the new one.

In my recent banking memory, both Wells Fargo and Key Bank had me set my own pin.
