It works on arti at full strenth, for those of you in doubt, just try it for yourself. One thing I did notice is that it takes significantly more damage (or appeared too) than if it were blown up with C4.
I watched the enemy commander drop a supply crate next to it, and it took twice as long to even get it to 1 bar of health.

you get one repair point for each time you fully repair a commander asset..
if this does double the damage and takes twice as long to repair... thats 2 repair points per asset (yes this works cos i've tried it)
64 player map.. 3 arty cannons.. each destroyed by HWMMV.. thats 6 repair points a time.. + a further 2 for the UAV and Satellite (from a spec ops mission) thats 8 already..
i can see a LOT of people getting expert engineer in the time before they fix this..
also.. if a mod would like to remove this then feel free.. i dont constitute stat padding in any way..
