Nah its good enough, once its blown it charges within 5 or so seconds anyway.

UAV is a very powerful gameplay mechanic. If you had two, or if it were much larger, it would be almost equivalent to just having the radar always populated all the time. Since the commander is clever enough to drop UAV on hotspots of activity, they would generally be able to cover like 80+% of all players in the UAV. Say goodbye to your precious stealth runs to flags.

Short answer: no, 1 UAV adds gameplay elements. 2 UAVs would remove gameplay elements.

No...

One UAV recharges fast enough as it is, you want two? A good commander could probably use 2 UAV's to cover 80% of the players on a map .

This would reduce, if not totally eliminate, the need for commanders to spot targets manually.

Having only one UAV makes it necessary for the commander to make strategic decisions.
Which area is more important to cover?

If you have two UAVs its a noob job.
