I am not sure that we all have a similar definition of suck. Of course you have to not like the song. But, I think it really has to suck. #1) It had to be hit - at one time people liked it but now they know it sucks. #2) The makers of the song had to put a lot of craftsmanship into the song - but it sucks anyways.

And yet, for some reason, I find it an addicting song to listen to...
EDIT: Why not add some reasoning, too?
- Just look at the lead singer dancing. Look at it.
- The little montage leading up to the finale for that verse (well, all of the montages, actually): Abe Lincoln's statue coming to life to say the words "ON ROCK AND ROLL!"
- Is it just me, or does no one blink? At all. Damn, the female lead singer's freaky.
- The general hairiness of it. Too much frizz for my liking, thank you very much.
- The dramatic intro where the guy whips out his guitar in time to start his riff.
- The inclusion of a traffic report.
