Simple, i don't know why anyone hasn't implemented this yet.

First off, find a small, plain island, off the coast of some shit country (i.e Scotland )

Surround island with patrol vessels/sharks with lasers

Dump the most evil/retarded prisoners on the island, with a little bit of food.

Advertise trips around the island, open to all, in Blackhawks equipped with M134's.

Shoot them all.

Clever eh? Well this would A)reduce overcrowding, and B)Make the UK.Gov some money!

Another brainwave, this one related to joy riding.

Instead of crappy repainted commercial helicopters for the police, give them Apaches.
Simple really, see a joyrider, blow him away with a hellfire. I reckon that might deter some joyriders.
