most websites have something saying that, but there should also be a link that says click here to start your download. just click on that and you dont have to wait.

it's to stop hotlinking.

If you could directly access the file, then there is no reason for you to go to their site and view their ads (and therefore generate them money to cover the bandwidth costs of you downloading the file)

The "please wait n seconds" is a guarantee that you will at least SEE the adverts on their screen...
