It can get out of hand but 3 TKs??? no way. If you do use 3 TKs as a line, Lone Wolf arty TKs shouldn't count, they often run into arty because they don't get the VoIP or menu warnings, don't always read the text warnings and etc.. Given a TK vote option the commander needs to have his preventative actions factored in. Any arty TKs where proper warnings were given shouldn't count (using the Command Squad Warnings in the Cmd Mode). Any 200 mph buggy driver that comes from the far side of the map and runs into arty strikes just as they hit should have his license revoked for 1 minute The only TK that should count is the one where some people are mixed in with enemy and cannot escape before the arty hits.

There is a red icon that comes up on the mini map. Don't run into that area. Common sense. Quit being Rambo, and allow your commander to help you out. Wait for the artie then run in and take out the remaining enemy.

Besides, if the Commander TKs obsessively, then there might just be enough (counting those who just feel like mutinying) votes to mutiny.
Oh yeah. Do you get a choice of "punishing" or "forgiving" the commander when he TKs you? Never been TKed by one before myself...
