ypu're allowed to carry as many as 4 packs, you can't strike them in flight, it's for your convenience before and after the flight, since most all airlines are smoke free now anyway, they won't do you much good.

It's so that people who smoke and have to sit trough a 14 hours flight can have a smoke as soon as they are allowed and don't have to wait for their bags to come out of the plane first.
