I don't know the speed it should run ok,

but yes, you can get another fan, even a better one

Post your processor model and socket type and most likely you´ll get good suggestions for a decent fan.

I love thermaltake cases, there CPU coolers are LOUD.  You cannot hear the zalman HS's and they cool better.

Again, just google "Best CPU heatsink"

Have you tried plugging it into another one of the fan sockets on the mobo? I switched mine to CPU1 socket and mine ran at 800 rpm but would never increase when the temps went up :s (something to do with the cool 'n' quiet thingy) Then switched it to another one and it ran at 2,700 rpm.
Worth a try.

Why do you think this is a problem? Is the PC overheating, randomly crashing or rebooting? If not then as said above it's just the bios controlling the CPU fan to reduce noise and is nothing to worry about.

First things first then. Get a program like speedfan monitor the temperature and fan speed. If you run a program like orthos while running speedfan you should notice processor temp and fan speed increase. Let us know what you temps/fan speed are like when the PC is idle and also at load. You may also want to run memtest86 to test you ram is OK.

i do have that *speed fan* but memtest didnt work on my computer and last my computer crashed.... soo i have to rebuild the OS pissed me off it said something bout system32 config file witch i do no how to fix soo i have to get my brothers extrnal HD and back up my stuff my other HD

You might want to see if you can find Everest online and download it.  This util will tell you everthing you want to know about your system with very detailed information.  Currently my fan is running at over 2K RPM.  Everest will tell you fan speed, processor temp, GPU temp, CPU voltage, memory timing, etc.  I highly recommend you give it a try.  The other post about moving the pin connection on the mobo could work as well give it a try, I always use the connector next to the CPU socket.  Might even try CPU-Z and see if that helps.
