Do you know if you're the administrator on your PC? If you are, you can go to control panel => user accounts. Select your brother's account. Click "change account type" and then change it from an administrator to a regular user.  I think that without administrator status you can't install anything on Windows.

Hey man i know what ya mean. First does he already have a seperate account? 2nd if your the admin then go to User Accounts in the control panel and set his account to regular (whatever the name is that isnt admin) so then he's restricted. Then go uninstall his games. Maybe charge him per install if he still wants access. Ide recommend passwording the admin account cause he sounds like a sneek who would just go in and change it back
That would piss me off SOOOO much, especially if you paid for it.. Good luck

Or you could just password your main account then activate the Guest account for him to use. That way he would only be limited to the internet/email and wouldn't be able to install anything at all.

I'm an IT Admin and the way I will describe will fix all.  First right mouse click on the my computer icon and select manage, then click on the + mark next to local users and groups, select the users container, if he already has an acct listed on the right double click on that account then click member of tab, click on the add button, type guest in the bottom box then click check names to the right, if successful the system will underline the word guest then click ok, make sure that he is a member of the guests group only.  If you dont have an account for him create one.  Also you will have to password protect your account or he will log in as you and install all he wants.  If you got all this accomplished correctly he cant do SH%T!!!!!  This will correct your issue, would appreciate some Karma if you can spare it.
