Now to answer the question:

It's only brown because of the 'view-fog' distance set for that map. If there was no fog, the sky would be blue.

And no, there is no way to turn off the fog. Not without hacks, anyway...

definitely modded and fog-of-war removed... i saw it once when gfx crashed (but no blue sky for me):

If you can, link the video here, so we can see what you are talking about.  As the other people stated, it was either modded, or there were hacks on.  I would count the hacks out because most of them turn the map to black.  Another option would be that you confused the map, that the map may actually be Jalalabad, or some other city map.
