Okay, Im damned if I can find where it tells you how many of these you have.

The squad leader badge has a global requirement for these points but I don't knnow how many I've got so I don't know if I'm in a position to try for the gold badge.

Any help?

Umm...

In your Badges section under "Awards" the Squad Leader Badge is up the top right. Click on it and It should say.

Do spawns on a SLSB count as squad leader success points, or just the kills/heals/repairs etc. within a squad order radius?

don't think so. only when stuff happens in the area you say to attack/defend/move.
