can somone tell me if i install brand new windows xp will all my programs and stuff from the old one be deleted
if it is a fresh install, then yes.

yeah all my programs are on hard drive but i want to install new windows xp from cd and i was wondering if evrything would be gone
They're not deleted (unless you format your HD of course), but you can't use most of them either 'cos all the registry entries are cleared when you re install windows
I did this once, but removed the HD I needed (had a pretty major failure in my system) and reinstalled the HD at a later date, like typla said the registries are cleared but I managed to salvage much of what I actually needed. Dunno if transfering the data from one HD to the other was really worth bothering with buy I got the result I wanted Good luck

They'll all still be there. Although it's much better to format when installing windows (and none of this quick format rubbish).
The registry entries will be gone though. If you wanted you could go through and manually put them all back, or you could backup relevant portions of your registry as .reg files and use them to reregister the programs.
It's easiest to just backup savegames etc. and reinstall programs.
