Ok, there seems to be a big hang up with the aviators flying over the runways to make repairs and re-arm. It also seems that planes are not the most popular due to their accuracy when put in the hands of an experienced pilot.
The runway remedy??? Perhaps aircraft should be allowed to carpet bomb/destroy runways. Only enineers can repair them, and the runways remain unusable to aircraft fixes and re-arms until fixed? Just a thought. Normally, in a first strike situation, the enemy's runway is a critical target to take out.
