According to Wookiepedia, they're different models of AT-ST, made for supporting the larger AT-ATs.

The AT-ST's on Hoth were modified at the last minute before leaving the Executor so they could stand up better to the sub zero temperatures of Hoth......geeez.....common sense people....
Dang...thats pretty geeky. my copy has a part where i accidentally dubbed over it from hs got an a on the project and i gotta say its nice to tie in star wars to tom sawyer and not get laughed out of the room.
