You can only download as fast as other people are uploading. If one person is uploading at 7KB/s, then you can only download at 7KB/s.
However, if 5 people are uploading, you can download quicker. ie. 3 people at 10KB/s, 1 at 15 and 1 at 32, you will have a combined DL speed of 77KB/S, provided your current internet speed can support this.
