I have no idea what the APC part is, but but yes a UPS PSU is an uninteruppted power supply that would let your computer keep running for a short amount of time if your power went out or something.
some are cheaper $100 USD. they run for aas little as 10 minutes to an hour. for the ones that are up to an hour cost a load. IF your power in your house goes out, chances seem to be that your internet service provider will be out too.
Unless you are working on very important things ON your computer, like things vital to your job, you don't need a back up power supply. I would recommend a good surge suppressor. IT won't prevent lightening from ruining your shit, but helps for spikes and drops.

APC = American Power Conversion.
Why do you need it when there is little power interruption in Singapore unless your home is running off a diesel generator? Maybe you should be looking at surge protection instead.

I highly recommend getting an UPS. They're a nice safety net to have.
