While cleaning up files on my computer I found this account other account in "User Accounts" in Control Panel. Should I delete it?

The ASP.Net account is used only if you run ASP.Net web site on IIS (webserver) on you box.

He's always there. Don't worry you cannot log on to that account locally OR remotely. There is many users you don't see actually: Administrator, HelpAssistant, NetShowServices.
Just use the registry fix to hide it from Welcome Screen, User Accounts, and forget you ever saw it.
