Another noob question.

I play a lot of Medic or Support to try to help my teammates.

When chasing down people to give ammo or medic bags sometimes I've come across players (usually snipers) where you can ONLY see their legs and the rest of their body is on the other side of a wall or building ledge.

Is this normal or are they using some type of glitch/cheat?

It's normal.  There character model is clipping through the wall, seeing as they can't/didn't program you getting into all sorts of uncomfortable positions to fit.  The player won't be able to move or see/shoot through the wall, but you can still kill them by shooting their feet.

It's lazyness of the coding department of Dice "Clipping"

It happens very often. That's why it's good to crouch instead of prone, if you're waiting behind a corner with your RPK. I never learn though, I keep getting stabbed through walls.
