with memory timings is it the lower the number the better or the higher?

currently im running timings @ 4-4-4-12

The lower the better, but with DDR2 you'll see numbers like what you mentioned. Decent DDR will have such latencies as 2-3-3-6, 2-2-2-5 etc. Still, DDR2's the way to go. Getting cheaper than DDR.

It can depend on the CPU. AMD likes lower timings, while Intel can benefit from higher frequency.

Also keep in mind that timings are listed in order of importance. Changing the first number will have the greatest impact over the second, and so on.

No. Frequencies and latencies are very different things and if you raise the frequencies the timings tend to get worse.
