I think somewhere around 65% accuracy is the limit in BF2, playing legitimately (not choosing when to fire just when the shot is easy, or shooting at every passing Humvee, Vodnik or helicopter to boost it).
There are a bunch of accounts with sniper-rifle accuracies of 100% (most of them not listed on BF2s). To show how little accuracy can mean, some of them have no kills with the sniper rifle LOLSinn_Ah_Taggh wrote:

i stand on the 213 the place with 60.19 in the rankings for sniper accuracy.
the first is jonson1979 with 89.33. but he does not play a lot with sniper so it is not an accurate read.
