Can anyone explane too me how i get "Driver special ability points"

I think you get them when a teammate who is in your vehicle kills someone. I guess the easiest way would be in a helo.
I'm pretty sure you get them by driving people around. Of course, these people have to be doing something like resupplying nearby troops and friendly vehicles, or repairing nearby vehicles. So I think.
And by the way, use search next time.

No, you get them when a teammate that is a passenger in the vehicle you are driving gains a special ability point (e.g. a medic gets a medic point).

There's a thread around somewhere that lists all the different types of points you can get and how you get them...
And there's a big button at the top of every forum page that says 'Search'...
