You may be able to download an Adobe Illustrator demo - or least you can u-torrent the full one - this program will parse the pdf file and when your done editing you can export the file as a new pdf.

And if it's protected using Acrobat Professional is NOT a way round it. There are quite simple ways of removing the protection, I've done it before (cutting and pasting big chunks of tcl scripts), but I can't remember exactly how. There are lots of utilities for it, see if you can find one.

However, I think you'll need Acrobat Pro to edit it whether it's protected or not.
I spent an entire day once trying to do this for work. I finally got it open to edit but for the life of me I couldn't get the alignment straight. I'll never go through that again.
