Haha google translated it as "china plans to imagine overhead carriers" That part of the caption actually says an artist's impression of a possible chinese aircraft carrier. The bold bit says that the preparatory work for developing a carrier is complete. That's all I read.

Edit: looks awfully like a BF2 Wake Island screenshot.
