i built my first comp when i was 13 and i had a budget of less than 1 grand. i did end up building a pretty good setup (at the time) but it did help along the way when i won a graphics card from BFG and got a free gaming case.
My best advice would be to look into and reasearch about what you are buying, this will be very helpful later on and other than that, just be careful in putting it together.

building a copmputer aint that easy, especially if dont even know the main components. I would suggest having it built for you.
