here try downloading the file from here

http://www.dll-files.com/dllindex/dll-f … tml?user32

this occurs because your computers cant not locate the specified library file which is dll file
for example ur pc contains bunch of files and before it boots up it looks inside the library for the files and when u get to window if one of them is missing it tells u like u got that message.

Also try this

If you have access to another computer with Windows NT 4.0, copy the Rpcrt4.dll file from the %SystemRoot%\system32\drivers folder on the other computer to the corresponding folder on your computer.

NOTE: To use this method, Windows NT must be installed on a FAT partition and you must be able to access the hard disk using MS-DOS, Windows 95, or a boot disk.

or this

1.    Install Windows NT to a different folder on your hard drive.
2.    Copy the Rpcrt4.dll file from the %SystemRoot%\system32\drivers folder in the new Windows NT installation to the corresponding folder in the original installation.
3.    Restart your computer and complete the original Windows NT installation.
4.    When the upgrade process is complete, remove the temporary Windows NT installation, and then delete any entries in the Boot.ini file that are entered for that installation.

Also try reading this article from MS they require you to dl some file in order to fix the problem read this and dl the file

http://support.microsoft.com/kb/935448/en-us

I think the thing from MS should fix the problem for sure

Did you read all the text? It also suggests this could be a problem caused bu autoupdate. May be worth manually downloading the Hotfix mentioned later in the doc if you haven't already - http://www.microsoft.com/downloads/deta … B3B0FD3D86

Digging around, the error you are getting is not specific to Realtek, but it almost deffinitely related to a recent security fix from Microshaft and it's inability to co-exist with a piece of S/W installed on your comp. Do you have System Restore configured? Maybe take it back a day or two and see if it fixes it and then see which patches have been installed, find the culprit and check the importance of it.

If you know how to deal with regedit (if you really do you don´t need any programs for it) go ahead, but if you don´t STAY AWAY. It should be fine after a system restore. And remember DON´T MESS WITH THE REGISTRY IF YOU DON´T KNOW WHAT YOU ARE DOING.
