Why not electronically tag everyone? Why limit it to foreigners? Can we tag the millions of American tourists that come to the Republic of Ireland every year (even though 40 million Americans are actually Irish)? It would be nice. But as was said earlier, might as well tag all Americans seeing that it could of been a local. This country is hurting right now but it will heal, it always does.
