Pretty sure that when you pee it doesn't all stay connected (water droplets) so the electricity would have to jump from drop to drop, which would take a fairly high voltage...

Electric fences do use a high voltage, otherwise they don't work on dry clothes/skin. But you'd feel even a faily low voltage if you pissed on an electric fence while standing in the snow. That was funny though, after the sparks come up it seems to take him a while to react. Imagine what he was thinking. lol
