Ok whats the facts. Middle east service ribbon.

I have been playing for a while and have got all the ticks to qualify for the middle east service ribbon.
However as many of you have noticed it`s not showing up.
I have read countless posts about this ribbon, and they all seem to be just quesswork.
Where can we get the facts about this ribbon?
I simply don`t belive its a glitch in the game. I belive the specs are more spesific than what is stated on bf2s.com.

I've been wondering the same, because my buddy got the MEC service ribbon without playing Zatar or Clean Sweep, while I still do not have it. There's more to this than whats shown here.
