Is your BIOS set so that your CD drive is the first thing it looks for?

I'm not sure what your problem is, so I'll try to cover both possible issues.

If you are getting a message that there is no boot drive, then you need to change the boot order in your BIOS so the CD/DVD drive is looked to before the HD.

If you are getting prompted that to boot from the CD to press any key, and nothing happens, and you have a USB keyboard, make sure that you have all BIOS options enabled for USB keyboard and mice.

You need to put the drivers on first for a SATA drive to work.

I have 2 XP disks. When i put the one i bought in it cant read it. When i put my Dell Computers disk in it finds it but then it says "Setup Was Unable To Format the Petition, The Disk May Be Damaged"

That usually only happens when you are running a RAID.  In JBOD you usually don't need to install drivers.
