Usually, it's when someone gives up an arguement and tries to make this one of their last lines while at the same time insulting the opposing party. I suppose as long as you don't say it, because that is where you will be using an insult, it's a fine idea. I might go so far as to say it is related to the turn the other cheek doctrine, in that you are avoiding being an asshat to others (so long as you do not say it!)
In response to your second query, I do not recall (Al Gonzalez anyone? me<--- watching Daily Show replay) any particular instances of use but as I hypothetically surmised, I imagine it when someone wishes to quit an arguement but insult the opposing party of said arguement.
