SALEM, Ore. - If Gov. Ted Kulongoski seems a little sluggish this week, he's got an excuse: he couldn't afford coffee.

In fact, the Democratic governor couldn't afford much of anything during a trip to a Salem-area grocery store on Tuesday, where he had exactly $21 to buy a week's worth of food — the same amount that the state's average food stamp recipient spends weekly on groceries.

Kulongoski is taking the weeklong challenge to raise awareness about the difficulty of feeding a family on a food stamp budget.

Accompanied by reporters and food stamp recipient Christina Sigman-Davenport, Kulongoski headed straight for a display of organic bananas, only to have Sigman-Davenport steer him toward the cheaper non-organic variety.

The governor pined wistfully for canned Progresso soups, but at $1.53 apiece, they would have blown the budget. He settled instead for three packages of Cup O'Noodles for 33 cents apiece. Kulongoski also gave up his usual Adams natural, no-stir peanut butter for a generic store brand, but drew the line at saving money by buying peanut butter and jelly in the same jar.

"I don't much like the looks of that," said Kulongoski, 66, staring at the concoction.

Other shoppers in the store were bemused by Kulongoski's quest.

"Obviously, he doesn't shop often," Barb Sours of Salem said, as Kulongoski bounced around the aisles in search of granola. "He's all over the place."

Kulongoski did pause to chat with shoppers John and Bonnie White of Salem, telling them all about his $21 limit.

"Don't spend it all in one place," John White warned.

Along the way, Sigman-Davenport, a mother of three who works for the state Department of Human Services and went on food stamps in the fall after her husband lost his job, dispensed tips for shopping on a budget. Scan the highest and lowest shelves, she told the governor. Look for off-brand products, clip coupons religiously, get used to filling, low-cost staples like macaroni and cheese and beans, and, when possible, buy in bulk.

At the check-out counter, Kulongoski's purchases totaled $21.97, forcing him to give back one of the Cup O'Noodles and two bananas, for a final cost of $20.97 for 19 items.

After the hourlong shopping trip, Kulongoski said he was mindful that his week on food stamps will be finite and that thousands of others aren't so lucky.

"I don't care what they call it, if this is what it takes to get the word out," Kulongoski said, in response to questions about whether the food stamp challenge was no more than a publicity stunt. "This is an issue every citizen in this state should be aware of."








isnt this guy just bringing to light what everyone knew to begin with?

the way i see it, if the people that use those for dope would stop, more money could actually go to the people that need it. unfortunately that is a generational thing here, and i dont see change in the near future.

He should try living on a NZ student loan. Saying it's $100 a week in rent you have fifty bucks NZ to do everything else - power, food, telephone and if there's a few bucks left ove you can get a beer. Of course at the end of you're degree you'll be paying back around $40,000 too. Hooray!

That's why it's key to live in a shithouse flat with ridiculously low rent. Save on heating by wearing rugs! Don't mind the whole in the roof, it's warmer outside anyway, (seriously, my Sister's friend lived in a flat where it was warmer outside, even on frosty nights.)

Curious to see the statistics on those that "use the food stamps for dope", I'm not arguing that it doesn't happen, just that I don't think its statistically significant and seems to have stemmed from a GOP talking point back in the day.

I must say I was thrilled though when the Republican congress under Clinton finally allowed his military pay increase to go through and I didn't need the food stamps anymore to feed my (ex-)wife and kid.  The hundreds of us in the same boat at my base didn't spend a dime of those on dope, I promise.   Food stamps and WIC coupons aren't just for the unemployed, a significant portion goes to help out those serving their city/state/country and not getting paid very well to do it.

If you're just starting out in any of these jobs, and have a family, most likely you are below the poverty line or close to it, and a little public assistance certainly helps:

- School teachers
- Law Enforcement
- Librarians
- Parks and Recreation workers
- Military

So if you want PV2 Joey to defend the country properly or Officer Nooby to be honest in his law enforcement, don't let them worry about whether their kid is going to go hungry that night.  I'll let one dope fiend get his fix on my dime happily if it means 100 or more public servants can do their jobs with a piece of mind.

NZ student life isn't so bad, provided you have a part time job as well

When I served in the Marines as an E-4 or Corporal and had a wife and son, It was a miracle that we could cover all of our expensives.

Then I became a Deputy Sheriff and the same happened when I was in the military.

Now i'm a Divorced parent that never gets to see his son but I'm not required to pay child support since I have my son on my health insurance (you want to talk about expenses, try to get decent health coverage since we all know the medical system is a monopoly here in the U.S.). And now I can afford to pay bills and have enough left over to buy some beer and support my internet addiction since Dail up ain't fucking happening.

let me clarify what i meant so there arent any misunderstandings. i know there are plenty of people that use food stamps legitimately. where i live i dont see a whole lot of legitimate use, i see gangbangers driving cadillacs paying for their food on everyone elses tab. sorry if i offended anyone, it was not my intent, i should have clarified more in my first post.

Poor noble governor deprives himself of Progresso soups. Oh no! Giving up organic bananas for bananas! This has all the makings of a cheesy Dickens-wannabe TV movie. If he really wanted voter attention, he could go live under an overpass for awhile.

my thoughts exactly. im not convinced that he truly cares about the people on food stamps as much as trying to gain attention for an upcoming elections or publicity period.

He's not that far off. A loaf of bread is indeed 99 cents, and a gallon of milk is $2.44.

Those city slickers pay way too much for their stuff.  I grew up where bread was 0.55 and a gallon on milk was around 1.40 when I left in 1995, I can't see it being that much higher now.  Bread (the home-baked kind) is $0.12 here in Romania, but real processed milk is about $4.00/gallon or so.
