I think the key difference here is that the guy in the original post just wasted a bunch of animals. He wasn't cooking them for food or skinning them for clothing.

Well he may by the slightest chance not have known that the heat would have killed them, but its hard to belive that an idiot would leave that amount of animals in a car crammed together in that heat.
What should happens is a restriction order for him never to be allowed to own an animal or look after one. A fine, one to account for all the animals that died and one for his ignorance. A jail sentence is right, but it depends as he could be seen as grosely negligent he might have the actus rea but may not have the mens rea.
And theres no chance he would be sent to prison for that length of time ^.
