sadly there's no test to determine if people are actually worthy of being admins.
it's not so bad in bf2, not because the admins are better, but because there rarely are admins in the game at all.

Anyone can do it.. and most of the time it's people that have no sportsmenship in them

i dunno whats worse, the germans servers that boot u for saying shit, or the ones where anything goes....
