What I'd have a look at more than just "which paper it's been published in," because that can really only act as a general guide, is who is making these comments.
I personally don't believe that a General Secretary of a Teacher's Association is an expert source on possible structural sources of unemployment in the mid-term economic future, Britain or otherwise. What I would say is, look at the barrow he is pushing, for a change in the way education is run in Britain. To bring attention to the cause, he's painted a ghastly future, and it's worked, but if you want predictions about unemployment, ask a structural economist.

Hell, I'm currently selling pashmina scarves on the street to avoid having to go back on benefits (civil servants make me want to go postal, and it's bad for my sanity), and to gain experience in order to be employed somewhere more reliable.
I only get about £100 a week, but that's twice what the benefits are.
