If you have a TV in the UK you must have a TV licence or face a fine/jail.  The BBC don't need to adjust their programs to gain profits they get money from every honest TV viewer in the country and the crooked ones when they take them to court even if they never watch any of the BBC's channels.  Yes the BBC cares about profits but choosing which programs to air does not affect their profits in the slightest as they have already taken our money.  I think that's the point Ghettoperson is making.
