Looks like your graphics card is overheating. I get that when I overclock it too much. Download Rivatuner, and using it's tools you can find out how hot it is. Do this at idle and at load, and post the temps along with what card it is up here. Then we can try underclocking it a little if that helps.
When I open RiveTuner I get this msg and also I can't find any othe details such as temperature:

Also I have looked on the internet and it says my ATI Catalyst Control Centre should tell me my temperature of graphics card but I cant find anything on there and neither does Rivatuner. Do I need to update my ATI Catalyst Control Centre.

Seriously: its probalby your graphics card mine did something similar but turned the buildings all a nice candy apple red! it did this when it got over 62*C so see if the cooling is the issue

my guess is that its nothing as serious as your card being too hot (thats normally characterized by green triangles over everything). if the driver update does not fix it, try re-optimizing your shaders (if it doesn't do this with the new drivers...not sure if it will or not).
