One thing that women find important is humour. If you don't know what things that make her happy and giggly, ask around with her friends.  Take her to a theatre/comedy. Surprise her with dinner at your home. Cook together and have fun. Good luck.

Alright, here's the trick:

1) Buy a nice dress for her, but don't give it to her yet, make sure the dress isn't too revealing because girls do NOT like to look skanky (As much as we men would like to think they do)

2) Next, buy some black roses and chocolates, whatever you can afford.

3)Get a reservation for a nice restaurant that serves good food in a good atmosphere.... Write a note explaining the details of the date, ex. Time to meet you, BUT exclude the restaurant.

4) Leave the dress, the roses + chocolates, and the note at her house in an organized fashion in a place where she walks by often (Leave them when she's not home )

5) Meet her at the arranged time and place to see how happy she is that you surprised her.

Final Step : Have a great time later that night (Insert catchy Quagmire phrase here)
