Does the admin of a server has a window like the commander that allow you to monitor the whole map?
So he can see where are all the players at?

No just a bunch of data, and we get to see the chat and scores and teamkills and such. So we have to base our judgement on data and chat. (If we are not ingame that is..) See screen above ^

i am an admin on the Team America server karkand i/o which is full of glitchers and hackers and I watch people I suspect of hacking with the death cam. I wish that an admin had that it woukd make our job easier

Assuming he is not playing and the server is set up properly, an admin can also monitor the game using the free camera --- zooming around monitoring the game play.  I've done this many times.

No, and that is why most server rules are unfairly enforced. Bunnyhop when you kill an admin, you're kicked. Bunnyhop when the admin is not around, you stay. It's not the admin's fault, but it is generally not possible to enforce a no-bunnyhopping rule and many others fairly.
