"Stab man 'sorry' his cousin dead"

This is not about the story, but about the title.  Is this "proper english" in Ireland?  If it is it justs seems odd to me.  Correct me if I am wrong, but shouldn't it read "Stab man 'sorry' his cousin is dead" ???

'Stab man is 'sorry' his cousin is dead' - to have more room for the actual article, most papers / sites preserve space on the title if necessary. 'Is' is a small word, and hence does not need a capital letter (is not Is) in a title, eg "Killing - is it a Crime?"

The first omission of "is" works, but the second one is just weird. Or should I say, the second one just weird?
