OK, let's go through this:

1. In the State of Illinois, you have to have a permit (the FOID card) to legally purchase, transport, or POSSESS a firearm, or ammunition. The permit is the first step in the process, costs $5, and comes from the state police.

2. Once you have this permit, you can then legally purchase a firearm and/or ammunition. HOWEVER, you have to satisify the legal requirements to purchase those items. So, despite the fact that you're old enough to get a FOID card, you still can't get ammo until you're 18 (for long guns) or 21 (for handguns).

3. The child's grandfather purchased him a shotgun. I find nothing strange about this. My grandfather found a good deal on youth model shotguns 12 days after my brother was born, and bought one for each of us. I was 3 at the time. I got it for Christmas, and didn't see it again until I was 8. Grandpa also bought me, at various points in my life, fishing rods and tackle, a bb gun, a tent, and a backpack. He wanted me to love the outdoors, and I thank him to this day for what he taught me.

4. Does anyone here REALLY think that a child weighing 20 pounds is going to be shooting a 10 pound Beretta shotgun anytime soon? Seriously.

5. What is the purpose of restricting the age for getting a card that's only purpose is to allow the purchase of an item that is also age-restricted?
