It gives me repair points or driver ability point?

Only repair points. You get "driver ability point" I think when you have passenger who resupplies, provides first aid or repairs other vehicles in the vicinity or your vehicle; correct me if I'm wrong.

Do I need to fill 100% of repair to get one repair point?

According to Wiki; Driver special ability = 1 point. Note: You recieve these points while driving or piloting and someone that is in the vehicle with you recieves combat or team points.
So you get the driver points when one of your passenger gets a kill, heal, repair, or resupplies point.

you can get repair points this way, it just takes time, as any repair points do. I like to repair arty that way if they are close together, sit in a vehicle between them and they both repair and EVENTUALLY you will earn 2 repair points. While trying to get it on other vehicles, same applies, it just takes some time to get the point, and if the other vehicles are not heavily damaged, you may not get the points at all.
I wish there was a way to announce repairs available. The medic and support call out "ammo here" and "1st aid here" etc, maybe the engi should be ale to call out "Engi on duty" or some such. I have had vehicles call out for repairs, I run toward them, but they don't see me and drive off

I had luck yesterday, the people looked at the text.
Usually people just don't get noticed of their environment, radar. It pisses me off.
I went to Wetlands and everytime sat at a different armor as number 2. When we got hit, I hopped out and repaired.
Although I started about 2 minutes after the round beginned, I made it to 10 (for the Vet Engineer Badge) alot before the end of the round.
The repair station really isn't useful. You block the client's way and you are easier to spot, aswell as kill than while going by foot. Your client would dodge the AT rocket and it'll hit you soemtimes.
