Whatchoo talkin bout Willis? Anyone can buy tech. You get the cash first, then you buy the tech and ship it off in bundles of 50, rinse, repeat. You'll make out like a bandit. The smaller the nation, the more profit there is. Also, as mentioned above, modifiers will make you more money.
