Negative. Take the world's strongest, baddest dude, put him face to face with the world's richest dude and I guarantee the rich guy has more power. Money is the supreme authority in today's world.

Here's the dilemma. Even if say, 80% of the world wanted no war and promised not to wage it, which I think is perfectly feasible, how would they stop the other 20% who wanted war?
