In context, wasn't that comment made in response to a media question about why our Hummers don't have armor plating?

In response to Spec. Thomas Wilson of the Tennessee Army National Guard, Rummy gave that brilliant quote on Dec. 8, 2004 at Camp Buehring in Kuwait during a town hall meeting with soldiers (yes, I looked it up; had a general idea of what transpired, but not the details). The question should've been "why are we using trucks for APC's and IED-clearing?"

And then they get all pissed off when troops exercise a bit of ingenuity and add their own brand of armor while command twiddles its thumbs.
