Get a hold of a tennis ball, cut a small hole in it, press the ball where the hole is against where the key hole is.
Push onto the ball, the pressure inside the ball will push against the opening mechanism inside the key hole.
If it is an older car, it has a better chance of success than a new car to open.
after its open, do what ever you want to the inside of his car.

Maybe the law agency is better there than here. Here you are better not letting them know and handle it yourself if you want justice to be served. Its been my experience that who ever has the least to lose usually has a considerable advantage in these situations. My bet is that they have a big lead in this area. Forget it.
Well from what ive hear they just seeked to ram the fucker to make him piss his pants and keep his head low...I haven't heard anything about beating the shiznit out of him. Remember i am not in the USA...I am not even in Montreal...People don't get shoot much round here...Maybe 1-2 by years in my town.
