Well, we'd probably be focusing on "mopping up" in Afghanistan and probably taking the same amount of casualties.

Your economy would be a lot stronger i'd guess, so probably just making lots more money. Possibly some urban renewal, or focusing on renewable energy.

With Bush being Mr. Dictator of the U.S., you guys would probably be banging some N-Korean heads by now.

Well, Bush would have needed another figurehead. If not Iraq, then somewhere nearby.
Frankly, Iraq was a bad choice of somewhere to invade politically. If they wanted a quick and easy victory with a decent period of peacekeeping, another place like the Balkans woulda done it; cold, damp, and earthy instead of hot, dry, and dusty. Fits more with equipment designed to fight off a massed soviet push into Germany, frankly.
